Like many of you, I am sick and tired of all the excuses why basic services cannot be delivered. Why we need to get taxed to death with ridiculous sales tax increases, Mello-Roos taxes, and not get what we are paying for. We have mounting pension, and other debts piling up, and a crumbling infrastructure. Help me bring real solutions to address our ever mounting problems. Let's clean up Oxnard, and stop sweeping everything under the rug.
As a proud 36-year Oxnard resident and homeowner, I enjoy a fulfilling life with my wife, Mariela, and teenage son, Mario. With careful financial planning, I retired early as a healthcare practitioner to spend more time enjoying family and faithfully serving others.

As a proud 36-year Oxnard resident and homeowner, I enjoy a fulfilling life with my wife, Mariela, and teenage son, Mario. With careful financial planning, I retired early as a healthcare practitioner to spend more time enjoying family and faithfully serving others.
I have served as:
- Chair of Cabrillo Neighborhood Council
- Executive Director of Nicaraguan Children’s Fund
- Mission Board Chair of St. John’s Lutheran Church
- Founder of Oxnard Grassroots Volunteers to restore public landscaping
- Advocate of solutions to Oxnard’s chronic homeless problem
Oxnard City Hall desperately needs help. Skewed priorities and mismanagement have resulted in unkept promises and missed opportunities. And ongoing wasteful MISSPENDING demonstrates we need a STRONG WATCHDOG on Oxnard City Council. In summary, residents are OVERTAXED and UNDERSERVED.
We need to “Get Back to Basics”:
- Revitalizing parks and public landscaping
- Restoring roads and infrastructure
- Improving 911 emergency response times
- Expanding youth and senior services
- Attracting business investment and higher paying jobs
- Developing AFFORDABLE housing
My priorities include promoting TRUE accountability, transparency, efficiency and public engagement. Your input and perspective to bring about REFORM is most welcome. You can reach me at 805-342-8387 or www.DougPartello.com.
I’d be honored to serve you as YOUR REPRESENTATIVE. Together, let’s make Oxnard – our “City by the Sea” – the jewel of Ventura County.
The first step is to bring in an independent auditor to do a complete audit, from a large, well respected firm. That report and analysis needs to be made available to the public. All of the books need to be opened up, not just what the city wants to share. Price-Waterhouse, or similar firm should do nicely. Once there has been a complete review of the financials, we can then get an accurate picture of our financial position. We can address any legal issues, and make any necessary changes to policy to put us in line with accepted practices, and any remediation to ratepayers, or residents negotiated. An example might be; if there is any money needing to be returned to the residents with LMDs, where the 2016 NBS audit, admin fee portion has been held secret. Whatever was done wrong in the past, needs to be made right. It does not matter if the current leadership team was there when those decisions were made. They are here now, and must be accountable, and transparent to the citizens in their current capacity. Then we can rebuild trust, and set the slate clean. We can reinstate the statutory duties to our City Treasurer, give him all access to documents, contracts, invoices, purchase orders, everything, and the staffing he needs. We need our watchdog back on duty. A review of all grants, whether state, or federal needs to be reviewed for compliance, and meeting the goals inferred. You cannot make a plan for infrastructure and development of current, and future properties until the entire picture of our financial status is made crystal clear. There needs to be a review of each department from an outside, independent contractor, who specializes in efficiency, and better work product. Not just take the report and put it on a shelf, to collect dust, but take action to implement changes that result in cost cutting, without sacrificing quality of product produced. We need to evaluate the options for eliminating the $323 million in pension debt to CalPers, and take action. That could include turning fire and police services over to the County. We already have analysis and reporting on CIP projects that are unfunded, and some in process, with funding. We need to re-evaluate the priorities in terms of need; what we most need for the health and public safety of citizens, versus what we want. We have an excellent staff in the engineering dept., and others that can help us make wise decisions in prioritization. I have shared a lot here. I will share more in the future.
